Biohazard on a Commercial Property: Restrooms, Entryways, and Parking Garages

Commercial property biohazard cleanup: what owners should do in the first hour after blood, needles or waste turn up, and how a one-visit cleanup runs.

By Emergency Cleanings

Blood or Needles on Your Property? Close It Off First

When blood, needles or human waste turn up in a restroom or parking garage, block off the area and keep untrained staff away from it. Then call a crew built for commercial property biohazard cleanup. Emergency Cleanings sends a vetted local technician the same day and sets one flat price after a free on-site look, and many jobs wrap up in a single visit so you can reopen fast.

You own the building. A tenant calls, or a customer posts a photo, and suddenly there’s blood on the restroom floor or a syringe by the garage stairwell door. Your first worry is the next person who walks through. Here is how the first hour should go and what a one-visit cleanup looks like.

The First Hour: Keep People Away From It

Every minute that area stays open is another chance for a delivery driver or somebody’s kid to touch something.

  • Close it off. Lock the restroom, or cone and tape the entry or garage level. A sign that says “Closed for cleaning” is enough.
  • Call police first if it looks like a crime. Large amounts of blood or signs of violence mean the scene may belong to law enforcement until they release it.
  • Take photos from a distance. Note the time and who reported it.
  • Tell tenants. A short note about a closed restroom or a rerouted garage entrance heads off complaints.
  • Leave the sharps alone. Nobody should pick up a needle with a gloved hand or a paper towel.

Why Your Janitorial Staff Shouldn’t Handle Blood or Needles

OSHA’s Bloodborne Pathogens standard, 29 CFR 1910.1030, applies to “all occupational exposure to blood or other potentially infectious materials.” If an employer expects a worker to clean up blood or used needles, the employer takes on duties under that rule.

Those duties start with a written exposure control plan and training at no cost during working hours. Exposed workers must be offered the hepatitis B vaccine for free. The standard also bars picking up contaminated broken glass by hand and calls for mechanical tools like tongs or a brush and dust pan. Most janitorial vendors and in-house porters aren’t set up for any of it.

Human waste works a little differently. In a July 30, 2007 interpretation letter, OSHA said urine and feces are not “other potentially infectious materials” under the standard unless they’re visibly contaminated with blood. A fouled restroom still needs protective gear and proper disinfection, and if blood is mixed in, the full standard applies. State plans can add their own rules, so check with your state if you run your own crew.

How a One-Visit Cleanup Runs

This is how a typical commercial property biohazard cleanup goes with Emergency Cleanings.

The Call

You call 888-560-8488 and describe what’s there and where. We dispatch a vetted local technician the same day. You get a 2-hour arrival window and a text with an ETA when the tech is on the way. Unmarked vehicles are available on request if you’d rather not have a cleanup truck parked out front.

The Walkthrough

The technician walks the area with you or your contact and photographs everything. A project coordinator then calls with the exact flat price and a step-by-step plan. You approve, and work often starts that day. Once the final scope is set, the price stays put.

The Work

The crew suits up in protective gear and sets a perimeter. Sharps go into puncture-resistant containers first, so nobody gets stuck during the rest of the job. Then the crew removes gross material and cleans and disinfects every affected surface. Porous items that can’t be saved, like a stained floor mat or a soaked ceiling tile, get bagged for removal.

Each area has its own quirks:

  • Restrooms. Fixtures, partitions, floor drains and grout lines all get treated. Human waste calls for our feces cleanup service.
  • Entryways. Foot traffic spreads contamination across vestibule mats and door hardware, so the crew works out onto the sidewalk apron too.
  • Parking garages. Stairwells and elevator lobbies collect needles and waste, often tucked into corners. Concrete is porous, so the crew may pressure wash after disinfecting.

The Handoff

You get before and after photos for your file. Biohazard waste goes out for proper disposal, with disposal records you can request. If a death happened on the property, our after-death cleaning team handles that scope.

Where the Job Ends

The job is cleanup and decontamination plus removal of anything that can’t be saved. If a pipe burst or a fire started, that repair work belongs to plumbers and restoration contractors.

For repeat problems like an encampment in a stairwell, our guide to needles and human waste at encampment sites covers that side of it. Before any vendor shows up, ask for a certificate of insurance. Our post on vendor onboarding and COIs lists what to collect. You can read more about the service on our emergency cleanup service page.

Frequently Asked Questions

Can my janitorial staff clean up blood or needles?

Only if their employer has met OSHA’s Bloodborne Pathogens standard, which requires a written exposure control plan and training for exposed workers. Most janitorial crews aren’t set up for that, so a trained biohazard crew is the safer call.

Is human waste considered a biohazard under OSHA?

In a 2007 interpretation letter, OSHA said urine and feces are not other potentially infectious materials unless they’re visibly contaminated with blood. The area still needs protective gear and proper disinfection before anyone uses it again.

How fast can a commercial restroom or garage reopen?

Many jobs finish in one visit. Emergency Cleanings offers same-day response, and once you approve the flat price, work often starts the same day.

Will the price change once the crew starts?

No. A technician assesses the area for free, a project coordinator calls with one flat price, and that price does not change once the final scope is set.
