Vendor Onboarding for Cleanup Contractors: COI, W-9, and What Management Companies Require

Before a cleanup contractor works a unit, most management companies want a certificate of insurance showing general liability, auto, workers’ compensation and an additional insured endorsement, plus a signed IRS Form W-9, bloodborne pathogens training records, and a way to get disposal records after the job. The worst time to onboard a specialty vendor is the afternoon the writ gets executed. The owner wants a turn date and the crew you want is stuck waiting on a certificate. Build the file now. Rules vary by state, and this is not legal advice.

The certificate of insurance

Most certificates arrive on the ACORD 25 form. Read the box at the top. It says the certificate is “issued as a matter of information only and confers no rights upon the certificate holder,” per the approved ACORD 25 filed with New York’s Department of Financial Services. The same form says an additional insured needs policy provisions or an endorsement.

  • General liability. Match the per-occurrence and aggregate limits to your management agreement. Check the policy dates against the expected job window.
  • Auto. The crew parks a loaded truck on your property.
  • Workers’ compensation with employer’s liability. Requirements are set state by state. Texas, for one, does not require most private employers to carry it, so a Texas vendor may lawfully have none. Decide whether your policy requires it anyway.
  • Umbrella or excess, if your owners ask for it.
  • Additional insured endorsement. Ask for the endorsement page itself. Confirm it names the management company and the ownership entities you need, with ongoing and completed operations.
  • Waiver of subrogation, shown by endorsement if your contract calls for it.

Put the renewal dates on a calendar.

The W-9 and the 1099 question

The IRS says Form W-9 is how a payee gives its correct taxpayer identification number to the person required to file an information return. Get it signed before the first payment. The requester instructions say a properly completed W-9 can be relied on to avoid backup withholding.

Two 2026 details matter to accounts payable. The Form 1099-NEC instructions now set the nonemployee compensation threshold at $2,000 for the year, and payments to corporations are generally exempt, with exceptions such as legal services. Skip the W-9 and you may have to backup withhold at 24 percent. The IRS TIN matching program lets high-volume filers check names and numbers before filing.

Bloodborne pathogens training records

Jobs like a death on premises or needles in a hoarded unit fall under OSHA’s bloodborne pathogens standard, 29 CFR 1910.1030. The standard requires training at initial assignment and at least annually after that. Training records have to show the session dates, a summary of the content, who taught it and their qualifications, and the names and job titles of attendees. Employers keep them for 3 years.

Ask for the training log, dated within the last twelve months. You can also ask whether the vendor offers hepatitis B vaccination to exposed workers, which the same standard requires within 10 working days of initial assignment.

Disposal records you can request

The EPA notes that medical waste is primarily regulated by state environmental and health departments. Put the requirement in your vendor agreement in plain terms: after each biohazard job, the vendor provides disposal records you can request, tied to the unit address and date. Pair that with a photo condition report and the unit file holds up when an owner asks questions later.

Platforms, then the property

Many management companies run onboarding through a vendor credentialing platform. Clearing the platform makes a vendor eligible. Each property still has to activate the vendor before the site manager can release a job, and that second step is where short-notice units stall.
